Jewel Changi Airport is a new and innovative lifestyle destination located in the heart of Singapore Changi Airport, which opened on 17 April 2019. This mixed-use development, jointly owned by Changi Airport Group and CapitaLand, offers a vast range of features including gardens, attractions, over 280 retail and dining options, a hotel, and airport operation facilities. It is home to the world’s tallest indoor waterfall, the HSBC Rain Vortex, and the four-story high Shiseido Forest Valley.
Asia Infrastructure Solutions (AIS) is proud to be the Quantity Surveyor in delivering cost management expertise for this iconic addition to Changi Airport.
AIS is proud to be entrusted with providing cost management expertise for this distinctive mixed-use development project. The project presents an exciting opportunity for AIS to work collaboratively with a diverse group of stakeholders, including the developers, architects, engineers, contractors, and other professionals involved in the project. This collaborative effort will ensure that the project meets all the necessary requirements, such as design aesthetics, safety standards, and cost-effectiveness, while also ensuring that it is delivered on time and within budget.
To ensure reliable cost advice, AIS provided consultation services that included justification of the capital cost, cost norms, and benchmarks, as well as preparation before issuing the tender to appoint the main construction contractor. AIS also provided preliminary planning, cost advice and management, cost control and monitoring, procurement management, tenders and documentation, pre-contract management, award of contract, and post-contract management services to the client.
Jewel Changi Airport has emerged as an iconic addition to Singapore’s landscape. As a result of AIS’s cost management expertise, the project was delivered within budget and to the highest quality standards. The use of a work breakdown structure approach and the determination of compound cost rates for different functional areas ensured reliable cost advice throughout the project’s lifecycle. Additionally, the services provided by AIS, such as preliminary planning, procurement management, and post-contract management, ensured the smooth delivery of the project.
The successful delivery of Jewel Changi Airport has contributed to Singapore’s reputation as a leading global hub for aviation and tourism. The project’s success has also strengthened AIS’s reputation as a dependable partner in the development of significant and iconic retail projects in Singapore and beyond.
With Singapore's growing air passenger traffic, Asia Infrastructure Solutions is proud to support Changi Airport Group and CapitaLand with the Jewel development and helping to set a new standard that will improve the airport experience for travellers, tourists, and citizens alike.
