Stephen Wong

Stephen brings to Asia Infrastructure Solutions over thirty years of leadership experience in development projects of various types, sizes, complexities, as well as in leading operational performance and strategic growth across Southeast Asia. Before joining Asia Infrastructure Solutions, he served as the overseer and manager of the Cost Management business in AECOM for Southeast Asia for 35 years.
Stephen holds a Master’s in Construction Law and Dispute Resolution, a Master’s in Project Management and a Master’s degree in business administration. Stephen’s professional accomplishments are complemented by his affiliations as a Fellow of the Singapore Institute of Surveyors and Valuers and a Member of the Royal Institution of Chartered Surveyors.
With Stephen’s visionary leadership, AIS continues to embrace challenges and evolve, unified by a shared dream of sustainable business growth through delivering success consistently in all our building and infrastructure projects in Asia. Together, they exemplify the motto.

Josephine Lee
Executive director
Josephine is a highly accomplished Executive Director at Asia Infrastructure Solutions, co-leading our Cost Management/QS business with great expertise. She boasts an overall career experience of over 25 years, during which she has consistently delivered outstanding results for her clients on some of the most challenging projects in Singapore, spanning various sectors such as Commercial / Retail, Healthcare, Aviation, Infrastructure, Corporate Real Estate, Residential, and Industrial/High-Tech developments.
Josephine holds a Bachelor of Science in Building (Honors) and she is a member of the prestigious Singapore Institute of Surveyors and Valuers.
As a key member of our leadership team, Josephine brings a wealth of knowledge, technical proficiency, and exceptional management skills. She is a strong believer in building skillsets, fostering a culture of continuous learning and growth and creating collaboration for her team.
Ho Swee Sun
Executive director
Swee Sun is a highly experienced Executive Director at Asia Infrastructure Solutions, bringing over 30 years of quantity surveying consultancy experience to this role and a track record of proven success, demonstrating remarkable exceptional competence in managing both public and private sector projects.
His vast portfolio comprises diverse building and civil engineering works, ranging in types, sizes, complexities, and procurement arrangements. Swee Sun has been involved in a wide array of end market sectors, including commercial real estate, residential, education, healthcare, infrastructure, aviation, sports, hospitality, recreation, and industrial projects.
In his current role, Swee Sun leads the project teams in all aspects of cost and contract management services, implementing procurement and contract strategies to ensure timely execution of project deliverables.
Swee Sun is a member of the Royal Institution of Chartered Surveyors and the Singapore Institute of Surveyors and Valuers. He holds a MSc in Construction Law & Dispute Resolution from NUS/King’s College and a BSc in Building from NUS.
Within AIS, Swee Sun leads the Cost Management Research Group, overseeing essential cost research activities and publications. His influence extends beyond the organisation whereby, apart from occasional lecturing assignments, he was also a key member of the consultant team for the development of the Construction Electronic Measurement Standards and associated book publications.
Eugenie Lip
Executive Director
Eugenie is an accomplished Executive Director at Asia Infrastructure Solutions, where she heads the Contracts Support Group and AIS Academy. With extensive experience in the construction industry, she is highly regarded as a thought leader and sought-after speaker in Singapore and Southeast Asia.
Her expertise lies in specialised fields of construction law, contract advisory work, construction contracts, procurement, project delivery strategies, standard contract forms, and dispute avoidance. She is also an Adjunct Professor at Universiti Sains Malaysia.
Eugenie’s contributions and professionalism in the built environment have been recognized with various prestigious awards. Selected as the only female Fellow member in Singapore, she received an Appreciation Award from the Royal Institution of Chartered Surveyors (RICS) during their 150th anniversary celebration. She was also honoured with the Woman of the Built Environment Award at the RICS Awards 2021 Southeast Asia.
Eugenie is a prolific writer on practice and contract administration advisory articles and an author of several books on contract administration. She has several book authorships which include a compendium of contract administration handbooks for use with Public Sector Standard Conditions of Contract, Real Estate Developers’ Association of Singapore (REDAS) Design and Build Conditions, FIDIC Conditions of Contract, and book co-authorships comprising the Contract Administration Guide to the Singapore Institute of Architects Conditions of Building Contract and the Contract Administration Guide to the REDAS Design and Build Conditions. Her co-authored books have been cited with approval in legal cases, including Court of Appeal judgments.
Eugenie holds a Master’s degree in Construction Law and Arbitration from King’s College London and has an array of professional affiliations. Eugenie is a Fellow of the Royal Institution of Chartered Surveyors, the Singapore Institute of Arbitrators, and the Quantity Surveyors International. She is a member of various institutes, including the Chartered Institute of Arbitrators, Singapore Institute of Surveyors and Valuers, Chartered Institute of Building, and the Society of Project Managers. Additionally, she serves as a member of the Panel of Arbitrators with esteemed institutions like the Singapore International Arbitration Centre and the Singapore Institute of Architects.
Eugenie’s involvement as the Quantity Surveying Adviser to the Building Contracts Committee, Singapore Institute of Architects, and membership in the REDAS Design and Build Contracts Committee further demonstrate her dedication and expertise in the field of construction law and contract administration.
Fong Siew Hui
Senior Director
Siew Hui is a professional Quantity Surveyor with a demonstrated history of working in the construction industry and has held a variety of positions in the field of cost management, contract advisory and dispute management works in Singapore.
As a Senior Director (Cost Management) at Asia Infrastructure Solutaions, co-leading the Contracts Advisory & Support Group and AIS Academy, Siew Hui provides in-house consultation and information resources to support the project teams in the effective application of sound contracts and professional practice in all stages of our work.
Siew Hui’s expertise includes providing contract advisory and technical advice in front end contract advisory work, procurement strategy, incorporation of conditions of contract and interpretation of contract forms; project progress, cost and contract audits; dispute management and resolution processes; claims assessments; and expert witness, arbitration and litigation support
Siew Hui holds a Bachelor of Science in Building (Honors) and she is a member of the prestigious Singapore Institute of Surveyors and Valuers and Singapore Institute of Arbitrators.
Siew Hui is a regular speaker and lecturer on courses and seminars on contract procurement, standard contract forms, all aspects of contract administration and professional practice matters. She also holds position as an adjunct lecturer at BCA Academy and as a trainer in RICS for course on QS in Practice and REDAS Conditions of Contract.
Tricia Tang

She has been instrumental in the successful execution of several landmark commercial projects in Singapore, notably the Jewel Changi Airport, Singapore Sports Hub and Caribbean at Keppel Bay developments.
A cornerstone of our leadership cadre, Tricia amalgamates her vast experience with profound technical insights. Her journey at AIS, leading cost management teams, is punctuated with instances where she has adeptly marshalled large-scale projects while fostering synergies with multiple stakeholders. She is a stalwart advocate of honing expertise, nurturing a culture entrenched in ceaseless learning, and promoting an ethos of teamwork within her division.

Tan Joo Tong

Joo Tong is a highly experienced Senior Consultant at Asia Infrastructure Solutions (AIS) with close to 40 years of professional quantity surveying experience.
He has track record of proven success in professional quantity surveying services delivery for various types of public and private sector developments in Singapore, Malaysia and Indonesia.
His vast portfolio covers building works for commercial, office, residential, educational, healthcare, hospitality, recreational, institutional,religious, industrial and asset enhancement initiative projects.
Joo Tong is a member of the Royal Institution of Chartered Surveyors and Fellow of the Singapore Institute of Surveyors and Valuaers. He holds a Diploma in Building from the Singapore Polytechnic.
He is a strong believer in imparting knowledge, solving problems and collaborating with his team members.
Guang Su Wei

Su Wei is a Director at Asia Infrastructure Solutions (AIS), where she helms the Cost Management/QS division with unparalleled expertise. With close to 20 years under her professional belt, Su Wei has carved a niche for herself in the industry by efficiently managing some of Singapore’s most prominent projects. Su Wei’s role at AIS is not just pivotal but transformative. Joyce Hooi

Fion Lim
Director
Fion is a Director at Asia Infrastructure Solutions (AIS). Over a career that spans nearly two decades, Fion has been the bedrock behind the successful delivery of cost management services, specialising in large-scale corporate and public sector undertakings, with a discernible focus on the healthcare and aviation sectors. Lim Hui Kin

Nakul Prakash Lakhkar

Hong May Ling

May Ling graduated with a Bachelor of Science in Housing, Building & Planning, specialising in Quantity Surveying, with honors from Universiti Sains Malaysia. She is also a member of the Singapore Institute of Surveyors and Valuers (SISV).
Weena Koh

With two decades of experience delivering Cost Management consultancy services, Weena has efficiently spearheaded major marine and infrastructure projects for diverse clientele, spanning both public and private sectors. Weena’s versatility, bolstered by her extensive experience, ensures she thrives in every project she manages. Her profound insights into the intricacies of large-scale developments equip her to adeptly handle challenges that arise.
Weena earned her Bachelor of Science in Building with honors from the National University of Singapore. She is certified in BIM Management and is a member of the Singapore Institute of Surveyors & Valuers.
Jennifer Lim
Associate Director
With nearly three decades in the field, Jennifer Lim is an experienced MEP Cost Management Associate Director, especially for large-scale above-ground and underground infrastructure ventures. Her vast experience spans across diverse sectors: from data centres, aviation, and industrial to healthcare, residential, and commercial domains. Jennifer’s forte includes estimating, procurement, detailed cost analysis, tender documentation, BOQ preparation, cost and contract management during construction, and project cost finalisation.
Among Jennifer’s notable achievements are the Megaspine project at Changi Airport Terminal 5, the High-Speed Rail initiative, and the rejuvenation of the Funan development.
Edmund Ng
Associate Director
With nearly a decade of experience, Edmund possesses extensive knowledge in global procurement, commercial, and contract management. He has worked on a multitude of projects, including data centres throughout the APAC region, commercial fit-outs, hotels, infrastructure, and institutional developments. Edmund is well-versed in various contracts, including FIDIC, SIA, Bespoke, REDAS, PSSOCO, and PAM.
Additionally, he has expertise with CostX and Glodon (BIM) software, having used them both as a Consultant and a Contractor. This includes providing training and administration for the software across the Singapore and SEA offices.
Edmund holds a Bachelor of Science with Honors in Quantity Surveying. He is a member of the Royal Institute of Chartered Surveyors and has earned the CDCP certification from Exin.
Nancy Lim
Associate Director
Nancy boasts over 15 years of experience as a Consultant Quantity Surveyor. She has been involved in a broad spectrum of projects and is committed to ensuring they are delivered on time and within budget for her clients. Her primary expertise encompasses sectors like industrial, infrastructure, and institutional projects. Noteworthy developments under her purview include the JTC Cleantech development and a series of infrastructure projects for the Changi Airport Group.
Nancy holds a Master of Science in Project Management and a Bachelor of Science in Building (Construction) from the National University of Singapore. She is certified in BIM Management and is a member of both the Singapore Institute of Surveyors and Valuers and the Royal Institution of Chartered Surveyors.
Rebecca Tan
Associate Director
With nearly two decades in the industry, Rebecca is a versatile quantity surveyor who has provided comprehensive cost management services. Trained in both CSA & MEP disciplines, she has played pivotal roles in preliminary project planning, procurement, and contract administration for various development projects.
Her core expertise lies in delivering cost management services for large-scale, complex Advanced Manufacturing and industrial developments. Noteworthy projects under her purview include the 3M warehouse facility and the Mead Johnson Nutrition Production facility in Tuas.
Daniel Yap
Associate Director
Equipped with a deep comprehension of Quantity Surveying methodologies and a rich experience spanning over 15 years across sectors such as healthcare, commercial, recreation, hospitality, and residential, Daniel consistently delivers projects on schedule and within budget.
Among his notable projects are the Singapore National Cancer Centre and upscale residential developments like Leedon Heights and Leedon Residence Condominium.
Daniel holds an MSc in Construction Contract Management from the University of Technology Malaysia and a Bachelor of Science in Quantity Surveying from Universiti Teknologi Malaysia.
Tsoi Yat Man

With 17 years of industry experience, Yat Man is highly experienced in MEP Quantity Surveying consultancy, having overseen major commercial and infrastructure projects across diverse sectors. Well-versed in both public and private sector dynamics, she excels in managing stakeholder expectations, especially when handling significant multi-million dollar developments. Her meticulous approach guarantees excellence in every project.
Among her standout achievements are the Changi Airport Airside Road Connection project and the Changi Water Reclamation Plant.
Yat Man earned her Bachelor of Science in Construction Management from the Singapore Institute of Management, RMIT University.
