About the Project

Berth J9, located at Selat Damar Laut in Jurong Port, has a rich history dating back to its initial construction between 1963 and 1965. Upgraded in the 1990s, the berth now requires a new round of enhancements to extend its service life and also accommodate a wider range of vessels, including those up to 80,000 DWT. The upgrade plan involved demolishing the existing structures using land-based equipment and removing debris by crane barges, followed by dredging along the revetment area of the berth. To rebuild the berth, we used piling and precast elements, supported by crane barges, work barges, and tugboats. Throughout the process, a safety boat was deployed to ensure other craft in the vicinity were properly warned. 

Our Role

Asia Infrastructure Solutions is proud to have been engaged by Jurong Port to provide Project Management, Design and Engineering, and Cost Management services for the project. Despite challenges posed by the Covid-19 pandemic, our team successfully delivered the project on time, with high quality, and to the satisfaction of the client. 

Works were planned to be carried out in three main project execution stages:

  • Stage 1 – Project Management of Investigation Works and/or Third-Party Studies and FEED
  • Stage 2 – Preparation of Tender Documents and Tender Management
  • Stage 3 – Project Management Services during Construction Stage.

We provided a detailed execution plan covering C&S Consultant, M&E Consultant, Project Manager & Quantity Surveyor, and our approach and methodology were crucial in managing and controlling the entire life cycle of the tender.

Challenges & Solutions

Restrictions on the movement of construction vessels

It took three months of planning efforts to organise the movement of the vessels and notify stakeholders involved. Approvals were obtained from the Maritime Port Authority of Singapore (MPA) and Jurong Port to ensure that the anticipated movement of the vessels would not cause any disruptions to existing operations. Furthermore, the dredging and construction zones were clearly demarcated both on navigational charts and on-site, in order to prevent operational vessels from encroaching into the construction zone.

Control measures on dredging

Dredging operations can have a significant impact on pollution levels. Additionally, tidal effects can cause sediments produced from dredging activities to remain in the vicinity.

Environmental studies were conducted at an earlier stage to determine the maximum daily volume of dredging allowable based on tidal and water movement patterns, allowing the team to anticipate or simulate the amount of contaminants produced. Additionally, the appropriate type of dredging equipment was selected with a cap on the volume of dredging to minimise pollution.

Removal of old abandoned piles

The removal of old abandoned piles, if not carefully planned and executed, will cause damage to the construction equipment. Therefore, it was crucial for the team to ensure that the grab dredgers were positioned correctly before starting the removal process. To achieve this, the team referred to old as-built drawings to identify the precise locations of the old piles. They then employed grab dredgers to systematically remove the piles.

Restrictions due to the Covid-19 pandemic

The Covid-19 pandemic led to restrictions being imposed on foreign labour, which had an impact on the project’s progress. In addition, all existing workers were still required to undergo stringent screening process which further impacted site works.

Best Practices

Asia Infrastructure Solutions provided value-added services by analysing the impact of sea level rise due to climate change and designing solutions to incorporate a new conveyor system, which facilitated quick stakeholder decisions without affecting the project timeline. 

As the project involves reconstruction within an existing port, platform levels have to remain the same for operational reasons. AIS demonstrated that only during extreme conditions such as high tide, high wind or stormy weather, there will be back splash from the waves and water will flow onto the berth. The operations will not be affected as the drainage system has been designed to handle such issues. Additionally, the team has taken into consideration the higher wave properties and their potential impact on the berth structure design during the planning process. As a result, the authorities accepted our proposal to maintain existing platform levels without adjustment.

Our strong relationship and effective teamwork with stakeholders also facilitated prompt decision-making.

We are proud to achieve 100,000 man-hours on this project without a single safety incident, thanks to the strong support and teamwork of the client, contractor, and AIS team.

It was very helpful that our communications and interactions with the client and contractor began on a positive note, and that key objectives were clearly established at the start of the project. Whenever we faced challenges, we worked together to overcome them, and I must say that the contractors did an excellent job. There was a lot of teamwork and positive collaboration, which allowed us to safely deliver the project on time.
