Project Description
Plantation Village is an integrated residential development within the Plantation District of Tengah, a HDB town planned with smart technologies from the outset. The project forms part of Tengah’s vision for a sustainable, community-centric living environment, incorporating environmentally responsible design, efficient construction planning, and enhanced liveability. Plantation Village is conveniently located next to the upcoming Tengah Plantation MRT Station (JE1).
Plantation Village comprises 15 residential blocks, ranging from 6 to 15 storeys, with 1,420 units of 2-room Flexi, 3-room, 4-room, & 5-room flats, and 2-storey carparks with a landscape deck and basement. Plantation Village offers a wide range of dining, shopping and social communal facilities such as Restaurants, Shops, a Childcare Centre, an education centre, and a Residents’ Network Centre. There are also landscaped courtyards, roof gardens, playgrounds, and fitness stations within Plantation Village for residents to meet and interact with one another and to foster a strong community spirit.
Plantation Village is equipped with a Centralised Cooling System (CCS), which is the first of its kind for public housing in Singapore. Residents may subscribe to have air conditioning provided from a Centralised Cooling System. The highly energy-efficient chillers will cool each household and eliminate the need to install and maintain outdoor condensing units on the air-conditioner ledge, thereby achieving cost savings while contributing to a sustainable lifestyle in this eco-friendly district.
Plantation Village is also integrated with several eco-friendly features and smart technology, such as:
- Separate chutes for recyclable waste, regenerative lifts and smart lighting in common areas to reduce energy consumption,
- Bicycle stands to encourage cycling as an environmentally friendly form of transport,
- Parking spaces to facilitate the future provision of EV charging, and
- ABC Waters’ design features include cleaning rainwater and beautifying the landscape.
There are also Smart-Enabled homes with provisions to support easy installation of smart systems, and a Smart Pneumatic Waste Conveyance System (PWCS) for cleaner and fuss-free waste disposal.
Our Role
AIS-Hill was responsible for leading the project from inception to completion, ensuring alignment with client objectives, timelines, and budgets, including project planning, risk and safety management, cost control, coordination, stakeholder engagement, and progress monitoring.
We deployed a dedicated team for seamless governance and effective delivery. Our corporate leadership oversees governance, while the core team, consisting of one Executive Senior Project Manager and three Resident Engineers, manages the project’s delivery. This integrated project management and site supervision approach encompassed EHS, Sustainability, Quality Assurance, Value Management, BIM, and administration, ensuring the project was executed proficiently and effectively.
Challenges & Solutions
The Plantation Village is an integrated and complex development, requiring a high level of expertise and specialised knowledge to effectively manage and overcome its challenges. The COVID-19 pandemic disrupted the project continuity. This scarcity affected the project timeline and budgets, posing a major challenge for the contractor. Stay-at-home orders and health concerns also resulted in shortage of manpower, further exacerbating the delays and disruptions in the project. The reduced workforce affected the industry’s capacity to meet project deadlines and maintain productivity.
Governance processes were established to provide oversight and strategic alignment with the project objectives. This included creating a Project Leadership Committee composed of the Client, AIS-Hill Senior Management, Key Stakeholders, Subcontractors and Suppliers.
AIS-HIll collaborated with the main contractor to identify pandemic-related risks, assess impacts on project timelines, resources, and budgets, and implement mitigation plans.
We leveraged digitalisation and mobile reporting tools to optimise communication, documentation, and project management workflows, driving greater efficiency and accuracy in our operations.
Outcomes & Benefits
The success of this project was achieved through the implementation of digital tools & technology, and a proactive, collaborative working environment that fostered teamwork, innovation, and excellence. The development was completed on time and within budget despite the challenges of the COVID-19 pandemic, and it successfully opened its doors to residents and the public in June 2024.
The Plantation Village obtained various Green Mark Certifications as follows:
- Plantation Plaza in Plantation Village – Green Mark Platinum
- Retail Street in Plantation Village – Green Mark GoldPlus
- Residential Blocks in Plantation Village – Green Mark GoldPlus
- Plantation Village has also obtained PUB’s Active, Beautiful, Clear Waters Certification.
