Project Description

Ngau Tam Mei (NTM) in the New Territories consists largely of agricultural land, currently occupied by inefficient brownfield sites. To enhance land use and address public housing needs, the Planning Department (PlanD) has identified over 120 hectares of land with development potential. Land Use Review Study was commissioned to formulate development proposals, which include reserving land for educational and medical facilities. This project aims to commence construction by mid-2027, ensuring timely delivery of infrastructure to support housing and community needs in the area.

Our Role

Asia Infrastructure Solutions (AIS), as the consultant with the JV has been assigned a broad set of responsibilities encompassing various tasks including but not limited to:

  • Highway and Roadworks: Construction of NTM Interchange with associated new connection roads to San Tin Highway, Northern Link (NOL), Northern Metropolis Highway (NMH) and San Tin Technopole to enhance the connectivity and accessibility of the NTM New Development Area within the Innovation and Technology (I&T) Zone of the Northern Metropolis (NM) and further to the Hong Kong-Shenzhen I&T Park (HSITP) in the Loop and Shenzhen.
  • Site Formation Works: including the earthworks and slopeworks for the platform formation of which includes the development of an development of the NM University Town (NMUT), an integrated medical teaching and research hospital (Integrated Hospital) and the third medical school.

Key Challenges

  • As part of the NM initiative, the proposed project is critical for developing the NMUT.
  • To facilitate the development of NMUT, land resumption shall be carried out efficiently. Delays in this phase could hinder project timelines.
  • Associated infrastructure including the modification of San Tin Highway and NTM Interchange are required to be implemented on time to support the institutions development. This requires meticulous planning and coordination among various stakeholders.
  • The construction cost of the project is significantly impacted by the lengthy NTM slip roads. Managing these costs while maintaining project quality will be a key challenge.

Our Solutions

We are utilising Building Information Modelling (BIM) and Geographic Information System (GIS) technologies to conduct a thorough review of potential conflicts among proposed works, underground utilities, and interfacing projects. This comprehensive approach ensures efficient coordination and minimises construction issues.

We are employing LiDAR scanning to capture the latest site environment and convert it into digital data for accurate visualisation and design.

Together with our Robotic Process Automation (RPA) and Generative AI tools, our digital services deliver a seamless integration of these advanced technologies to facilitate informed decision-making throughout the project lifecycle, thereby enhancing efficiency and accuracy to improve project delivery outcomes collectively.

Outcomes & Benefits

  • The project will develop about 50 ha of land for NMUT to encourage local post-secondary institutions to introduce more branded programmes, research collaboration and exchange projects, ultimately promoting Hong Kong as an international hub for high-calibre talents.
  • To facilitate a smooth land resumption process, public relations works will be undertaken to build consensus among relevant stakeholders, ensuring the statutory processes are completed on schedule.
  • Infrastructure will be implemented in phases to enhance cost-effectiveness.
  • Our proposed alignment design for the NTM slip road will significantly shorten its length, leading to reduced construction cost and an expediated project timeline.
