Project Description

The risk of landslides in Hong Kong is increasing with time due to encroachment of continued development onto steep natural terrain, slope degradation and the increasingly frequent extreme weather events arising from climate change.

The Landslip Prevention and Mitigation Programme deals systematically with landslide risks throughout Hong Kong arising from both substandard man-made slopes and retaining walls, and vulnerable natural hillside catchments.

This project comprises Agreement No. CE 85/2023 (GE) Landslip Prevention and Mitigation Programme at the New Territories West (Phase 1, Package B) – Investigation, Design and Construction.

Our Role

In this project, AIS will conduct the stability assessments and detailed design of the necessary upgrading works for 30 assigned Government man-made slope features, carry out the natural terrain hazards assessment of 2 natural hillside at Lung Hang Estate and Tai Wo Ping, and design the necessary natural terrain hazard mitigation measures for all catchments within these study areas.

Other principal work elements include performing inspection and status reviews for maximum 10 features further to previous Stage 3 studies on any signs of distress and potential landslide risks, administrating ground investigation and works contracts, supervising construction activities, and overseeing handover of the upgraded man-made slope features and natural terrain mitigation works to relevant maintenance parties.

Our Solutions

AIS’ pioneering approaches will include the use of 3D analysis of landslide debris run-out and barrier interaction, and GIS for assessment of the natural terrain hazards, through to more recent development of LiDAR scanning for site survey, and AI to map landslide locations and supervise construction activities.

We will be utilising the fully integrated 3D model from Digital Twin, ArcGIS and BIM to minimize material usage and ensure buildability, up-cycling, and re-use of construction spoil to avoid off-site disposal. Soil bioengineering to rehabilitate shotcrete-covered landslide scars and promote biodiversity will be adopted.

We will engage the public to convey positive perceptions of the project and arrange liaison meetings with the affected parties to solicit support. Briefing sessions will be organised to update site progress. Channels will be provided to collect views and resolve misperceptions from the stakeholders.
