Project Description

Harmony Village @ Bukit Batok is the first assisted living public housing development with 169 units of Community Care Apartments in a 15-storey residential block bounded by Bukit Batok West Avenue 6 and Avenue 9. The development integrates senior-friendly design features with care services and social programmes to let seniors live their golden years with peace of mind. This new assisted living concept is designed to help seniors live an active lifestyle, enjoy independence, and connect with friends.

Our Role

The project work was executed with a tight timeline, space constraints and proximity to mixed-use private development. Given the project’s extensive scope, AIS-Hill deployed a dedicated team for seamless governance and effective delivery. Corporate leadership oversees governance, while the core team of one Project Manager and three Resident Technical Officers manage the delivery of the project. This integrated project management and site supervision approach encompasses EHS, Sustainability, Quality Assurance, Value Management, BIM, and administration, ensuring the project is executed proficiently and effectively.

Challenges & Solutions

The Harmony Village @ Bukit Batok project involved significant complexity due to the integration of assisted-living residential units, community spaces, hawker facilities, and supporting healthcare-related services within the development. In addition, the project incorporated senior-friendly design features, safety considerations, accessibility requirements, and provisions for future care needs, which further increased its technical and coordination complexity.

The COVID-19 pandemic also disrupted the project continuity. This scarcity impacted the project timeline and budgets, posing a major challenge for the contractor.

There were also other challenges we faced during the project cycle that were complicated for various reasons, ranging from the intensity and complexity of coordination due to the project design to disruptions to the planned project sequence and RC cycle. Proactive collaborative efforts were made among contractors, subcontractors, suppliers, and project stakeholders to brainstorm and facilitate changes to mitigate the delay. A comprehensive Project management plan was created, integrating all sub-plans, including scope, schedule, cost, quality, communication, risk, and procurement.

AIS-Hill maintained transparent communication with developers to manage material shortages, proactively addressing risks related to delays and supply chain challenges through realistic planning and mitigation strategies. Strong stakeholder engagement was upheld through regular updates, feedback sessions, and multidisciplinary collaboration across design, engineering, and construction teams, ensuring smooth coordination and timely resolution of issues.

Digital tools were also utilised to support centralised planning, tracking, and reporting, alongside structured handover processes with documentation and training. A robust safety framework, reinforced by regular inspections, enabled the project to achieve zero accidents, reflecting our commitment to safety, efficiency, and successful project delivery despite challenging conditions.

Outcomes & Benefits

AIS-Hill’s involvement in Harmony Village @ Bukit Batok ensured the successful delivery of Singapore’s first integrated assisted living public housing development, aligned with project objectives for cost, time, quality, and safety. Through strong project, programme, and cost management, coupled with proactive stakeholder coordination, the team maintained programme certainty and effective budget control within a complex and evolving project environment.

Our disciplined approach to design coordination, site supervision, and risk management enhanced construction quality, minimised rework, and supported smooth project execution. The use of digital tools and structured reporting further improved communication, documentation accuracy, and real-time decision-making across all stakeholders.

Harmony Village @ Bukit Batok achieved the BCA Green Mark Gold rating and PUB Active, Beautiful, Clean (ABC Waters) Certification, reflecting its strong sustainability performance and commitment to creating a safe, inclusive, and community-centric living environment. These outcomes underscore the value of AIS’s professional services in delivering high-quality developments that meet both operational and long-term community needs.
