Project Description
The Hong Kong Government is driving a systemic digital transformation across the public works sector through its “Construction Industry 2.0” initiative. In direct response to the persistent challenges of escalating construction costs and an ageing workforce, the Client is expanding the adoption of advanced technologies to enhance site supervision, safety, and productivity.
This pivotal project centres on the feasibility study and subsequent development of three primary intelligent solutions. Firstly, it will revamp the existing pilot system into “SmartEye 2.0”, a robust, 3D GIS-integrated co-supervision platform. By leveraging 4D LiDAR, Generative AI, and edge computing, this platform will automate complex supervision tasks such as structural defect checks, real-time safety risk detection, and New Engineering Contract (NEC) administration. Secondly, the project will upgrade the existing resource platform to “e-Library 2.0”, introducing AI-driven tools and an automated specification generator compatible with both General Conditions of Contract and NEC formats. Finally, it involves deploying Large Language Models (LLMs) to enhance the e-Tendering System (e-TS). This application will automatically generate structured summaries for tender submissions, significantly streamlining the evaluation process for the Tender Assessment Panel.
Our Role
Asia Infrastructure Solutions (AIS) is the lead consultant, driving the end-to-end system analysis, design, and implementation of the AI-powered platforms. We provide direct coaching and technical advisory services across 35 live construction trial sites to ensure seamless deployment and user adoption.
Furthermore, AIS is conducting a comprehensive scoping study to benchmark Hong Kong’s digital construction capabilities against global leaders, formulating a strategic roadmap for integrating robotics, Agentic AI, and low-altitude economy (LAE) solutions into future public works.
Key Challenges
Delivering an open-source, API-driven architecture that interoperates seamlessly with existing government frameworks, such as the Digital Works Supervision System (DWSS) and Smart Site Safety System (SSSS), is highly complex. Processing massive volumes of 4D point cloud data and real-time video feeds from diverse hardware requires robust edge computing and secure 5G transmission. Additionally, ensuring stringent cybersecurity, data privacy compliance, and uninterrupted operation on the EMSD Private Cloud demands meticulous system architecture and rigorous testing protocols.
Clients Outcomes & Benefits
The implementation of SmartEye 2.0 will fundamentally revolutionise remote site supervision, enabling automated defect checks, real-time safety risk detection, and seamless NEC contract administration. The AI-enhanced e-Library and e-TS applications will drastically reduce administrative burdens and streamline the procurement lifecycle. Ultimately, these intelligent solutions will establish a future-proof, data-driven ecosystem, enhancing productivity, safety, and sustainability across Hong Kong’s construction industry.
