Project Description
The Cross‑Harbour Tunnel is one of Hong Kong’s most critical transport corridors, operating 24/7 and carrying heavy traffic between Kowloon and Hong Kong Island. Its Traffic Control and Surveillance System (TCSS), in service since 2011, has become increasingly unreliable due to ageing components, rising breakdowns, and difficulties in sourcing obsolete spare parts. These issues affect real‑time traffic monitoring and incident response.
To ensure safe and future‑ready tunnel operations, the Government is undertaking a full replacement of the TCSS. The upgrade covers the central control system, traffic control equipment, digital surveillance cameras and key incident‑detection devices, bringing all components up to current technical and safety standards. This modernisation effort focuses on improving system reliability, maintainability and long‑term operational resilience.
As one of Hong Kong’s busiest and most space‑constrained road corridors, all replacement works must be delivered while maintaining uninterrupted tunnel operations. This requires meticulous phasing, coordination with tunnel operators, and careful integration of new equipment with existing tunnel structures to minimise disruption to both the public and ongoing operations.
Our Role
Asia Infrastructure Solutions (AIS) serves as the engineering consultant for this TCSS replacement project. Our responsibilities include developing technical design solutions, preparing detailed design documentation, coordinating multidisciplinary inputs, and supporting contract preparation to facilitate smooth tendering.
During construction, AIS will act as the Project Manager’s Delegate and Supervisor, reviewing contractor submissions, overseeing installation and commissioning works, and managing progress to ensure safe, high‑quality and timely delivery.
Key Challenges
Replacing the TCSS within a live, heavily trafficked tunnel presents significant challenges. Minimising lane closures is crucial to avoid congestion impacts and maintain safe operations.
Integrating new systems with existing tunnel structures also requires detailed structural studies to maximise the reuse of existing supports and minimise intrusive works. Careful planning, night‑time operations, and close coordination with stakeholders are essential to reduce public impact and ensure smooth delivery.
Clients Outcomes & Benefits
The upgraded TCSS will improve operational reliability, traffic safety and incident‑response efficiency. Clearer digital surveillance, more dependable incident‑detection devices and higher‑clarity traffic displays will support faster and more consistent decision‑making.
The modernised system also renews key traffic‑control equipment and introduces a BIM‑centric asset repository, strengthening maintainability and long‑term operational resilience.
