Project Description

Bulim Square, located in Singapore’s western manufacturing hub within the Jurong Innovation District (JID), is a key precinct supporting innovation across industries, including advanced manufacturing and smart logistics.

An integral part of JID, Bulim Square comprises four blocks of multi-user (B2) industrial factory spaces—two six-storey blocks and two five-storey blocks—across Plots 7, 8, 9 and 10. The buildings are interconnected by the Mobility Deck (M-Deck), an elevated landscaped platform that facilitates pedestrian and vehicular movement. The M-Deck connects the buildings within Bulim Square and provides access to an elevated public park, enhancing connectivity and accessibility for users and visitors.

One of Bulim Square’s key features is its integration with Singapore’s underground District Logistics Network, which supports more efficient goods transportation while reducing road-level congestion caused by heavy vehicles. Shared loading and unloading bays in the basement streamline logistics operations, while connecting tunnels provide delivery vehicles and Automated Guided Vehicles (AGVs) with access to other plots. Together, these features enable seamless connectivity and the efficient movement of goods across the district.

Our Role

Asia Infrastructure Solutions (AIS) provided comprehensive quantity surveying and cost management services throughout the project lifecycle. Our services encompassed preliminary design estimates and cost analyses, preparation of tender documentation and tender evaluation. During the construction phase, AIS undertook contract administration, cost monitoring, assessment of progress payments, management and evaluation of variation orders and settlement of the final account.

Challenges & Solutions

The project encountered several significant challenges, including COVID-19 requirements and regulations, which necessitated additional assessments of pandemic-related costs. The programme was also substantially prolonged due to the effects of the pandemic, and the extensive volume of variation works.

To mitigate these challenges and support efficient project delivery, Integrated Digital Delivery (IDD) was adopted. Project documents and communications were managed digitally through email, Fulcrum and SharePoint, enabling a streamlined and largely paperless workflow. BIM models, CostX, and drone-captured videos and images were also utilised to enhance the measurement, evaluation and verification of work progress, thereby supporting the timely and accurate assessment of progress payments.
